Project Overview: 

The Project for Local Empowerment (PLE) , implemented by the International Rescue Committee (IRC) and funded by the U.S. Agency for International Development (USAID) aimed to provide health care, education, food, and other humanitarian assistance in ways which are impactful, cost-effective, and strengthen the resiliencies of the most vulnerable persons from Burma.

Project Objectives:

A core objective underlying all project components and strategies was to promote and support the transition of project leadership and management of service delivery systems to local government and Community Based Organization (CBO) partners. 

Project Output

Curriculums, teaching materials and assessment schemes for nineteen different courses

  • Teacher Training programs
  • Five Certificate programs in:
    • Leadership and Organizational Management
    • Community and Social Engagement
    • Organizational Development and Management
    • Project Planning and Management
    • Financial Management
    • 672 graduates (2013-2017) from 23 courses

Leadership, institutional and technical capacities of these organisations were strengthened through a partnership between IRC and Payap University to design
and deliver certificate programs to be offered to the staff of PLE partner CBOs.
